(a) In generalThe Secretary of Agriculture may utilize existing authorities to give high priority to enhancing and expanding the capacity of the Food Safety Inspection Service to conduct activities to—
(1)
enhance the ability of the Service to inspect and ensure the safety and wholesomeness of meat and poultry products;
