To the one with a hammer, everything looks like a nail

If your focus is X, you tend to see X. If your tool is a hammer, you tend to see nails. What is the message in our field? If you are accustomed to seeing compliance a certain way, then guidance from the government can tend to confirm your bias. This may explain why, so often, when I see commentators talking about different guidance documents from the government, they tend to focus on just the points they expected to see and omit very significant points that are not on their own personal list.
